Lost order and seller not refunding

I have bought an item from a seller (UKEASY)  on 10 June 2025. After one month I followed up the delivery and seller asked me to contact the delivery company which of course was their own duty to do it. By the way I contacted many times and finally they said we do not have delivery update and it means that your parcel has been lost.

I contacted the seller again they say that delivery failure is on buyer. They are offering 50% of refund! What is my problem? I am home waiting for my parcel. In the Netherlands there are many different post companies like DHL or Post,nl but I don't know why they have chosen PDN which is unknown and even they don't have any office in the Netherlands. 

I want to contact ebay support but I have just being linked to the seller. 

I never trust ebay again!

What is your idea and what I can do?
