Want to get money back after 60 days. Is there any way?

A seller said he would send replacement for a broken product.
Shipment from China->Netherlands takes long so waiting for the second one it exceeded the time to leave feedback.

Is there any way I can still get my money back or somehow report this?
I guess the seller stalled it on purpose.
